Your telegram No. 347. Only step
hitherto taken is insistence on production of dollars (Hong Kong) 20 cash per capita on arrival
ships being made to take back any who cannot show
this sum. This has had some effect in reducing
influx of destitutes, Other steps are in
preparation but as efflux to Canton Macao and
elsewhere has in the past week considerably
exceeded influx it has not seemed necessary to
accelerate these. This is welcome from aspect
of food reserves but otherwise it is:
unfortunate that the wealthy tend to go and paupers to remain.
